Each held currency against the display currency, then and now. Both ends are the newest rate at or before their moment, so a weekend with no quotes compares against Friday rather than reporting nothing. A pair with no rate at either end comes back with a null move. That is not the same as no movement, and a client should render it as a dash — reading an absent rate as 0% is how a screen tells somebody a currency is stable when nobody has priced it in a week. Reference rates only. `settleable` is always false, and `/fx/quotes` is where a trade is priced.
Lock a conversion rate POST
Price a conversion and hold it until `expires_at`. Quoting needs only read permission — being told a price commits nobody. Executing needs `fx:execute`, because that moves money. 503 rather than 500 when nothing will quote the pair: no registered provider would deal it, which is a condition that clears by itself and is worth retrying. E10-11's rule stands — we do not fall back to a rate nobody offered.
